Վիճակագրական հիմնավոր հիմքերն անհրաժեշտ են մի շարք ոլորտներում քաղաքականություն վարելու համար, մինչդեռ այս գլխի համար օրենսդրական acquis-ի ընդունումը, որպես այդպիսին, իրենից հիմնախնդիր չի ներկայացնում: Հիմնախնդիրը ավելի շուտ կապված է մշտական և կայուն եղանակով երկրների կողմից ճշգրիտ և ներդաշնակեցված տվյալների ապահովման կարողությունների հետ:

Solid grounds for statistics are necessary to carry out policies in a number of fields, while, for the purposes of this chapter, the acceptance of legislative acquis is not a problem in itself. The problem is rather related to capabilities for ensuring accurate and harmonised data transfer by countries in a permanent and stable manner.
In February 1997, the European Council adopted Regulation 322, known as the Act on Community Statistics. This Regulation emphasizes the split of responsibilities between statistical institutions of communities. The fundamental principles ensuring exchange of scientifically independent, reliable, impartial and transparent statistical information are reflected in this Act.
All countries have adopted the acquis and, in general, there is a quite high level of compliance with the main principles. In recent years, the cooperation with these countries in the sphere of statistics has been strengthened both on the bilateral basis of Eurostat (in particular, supported by PHARE Project) and within the framework of cooperation with international organizations, particularly with UN, IMF, and OECD.
The statistical acquis includes the following sections:
• Statistical infrastructure;
• Demographic and social statistics;
• Economic statistics - Macroeconomic statistics;
• Business statistics;
• Monetary, Financial and Trade statistics, and statistics of Balance of Payments;
• Agriculture, forestry, and fishery;
• Multi-domain statistics. |
