Na sjednici Sabora 27 europskih zakona

Do kraja veljače ćemo raspraviti i prijedlog proračuna za 2008., koji će nam Vlada poslati idući petak, kazao je Luka Bebić
Šesti saziv Hrvatskog sabora svoje će prvo redovno zasjedanje početi u srijedu, 20. veljače. Predsjednik Sabora Luka Bebić u utorak je sazvao treću saborsku sjednicu i najavio da će ona trajati do kraja ožujka. Na dnevnom redu bit će i 27 zakonskih prijedloga kojima se hrvatsko zakonodavstvo usklađuje s europskim.
»Šest ih je iz područja financija, po pet iz pravosuđa te gospodarstva, rada i poduzetništva, po dva iz resora zdravstva, uprave, znanosti, obrazovanja i sporta te mora, turizma i infrastrukture, a po jedan iz kulture, unutarnjih poslova i poljoprivrede, ribarstva i ruralnog razvoja. Zbog dinamike pregovora s Europskom unijom, u prvih pet mjeseci ove godine donijeli bismo oko 80 zakona, a potkraj godine oko 40 ostalih. Do kraja veljače ćemo raspraviti i prijedlog državnog proračuna za 2008., koji će nam Vlada poslati idući petak, a glasanje o proračunu bilo bi 5. ožujka«, izjavio je Bebić nakon sjednice Predsjedništva Sabora.
Dodao je da će Sabor raditi intenzivno kako bi nadoknadio višemjesečnu stanku zbog predizborne kampanje, izbora i formiranja nove vlade.
Predsjedništvo je u utorak zasjedalo u krnjem sastavu jer još nedostaju dva potpredsjednika iz redova oporbe. Oni će, kazao je Bebić, biti izabrani iduću srijedu ili četvrtak. Budući da SDP traži oba mjesta za sebe, a HNS smatra kako ima pravo na jedno, Bebić je izrazio nadu da će se oporba dogovoriti kako ne bi o tome bilo polemika. Ne postigne li se dogovor, izbor će ovisiti o glasovima HDZ-a kao najjače stranke, koja će svoj stav donijeti u ponedjeljak na sjednici stranačkoga kluba. Bebić je odbacio mogućnost da Sabor do daljnjega ostane bez dva potpredsjednika.
»U tom slučaju bi ostala tri imala više posla. Ako je predviđeno da ih bude pet, onda ćemo to riješiti. Činjenica je da postoje dvije velike stranke, HDZ i SDP, ali i druge dvije, HSS i HNS«, poručio je Bebić.
Nakon sjednice Kluba HDZ-a trebala bi biti poznata imena predsjednika 20 odbora koji nisu izabrani na konstituirajućoj sjednici u siječnju. Bebić je spomenuo kako postoji mogućnost da se broj odbora poveća da bi se njihov djelokrug poklapao s ministarstvima. Stoga je, objasnio je, moguće razdvajanje poljoprivrede i šumarstva jer su ti sektori sada u različitim ministarstvima. Sabor će izabrati i članove Nacionalnog odbora za praćenje pregovora, a najizgledniji kandidat za predsjednika je čelnik SDP-a Zoran Milanović jer to mjesto pripada oporbi.

27 European laws at the Croatian Parliament session

The sixth assembly of the Croatian Parliament will start its first regular session on Wednesday, 20 February. On Tuesday the president of the Parliament Luka Bebić assembled the third Parliament session and announced that it would last until the end of March. The agenda will include 27 law bills by which the Croatian legislation will be harmonised with the European.
»Six of them are from the area of finance, five from the areas of justice and economy, labour and enterpreneurship respectively, two from the areas of health, management, science, education and sports , and the sea, tourism and infrastructure respectively; and one from culture, the interior, agriculture and fishing and rural development respectively. Due to the dynamics of negotiations with the European union, during the first five months of this year we would enact around 80 laws, and by the end of the year we would enact 40 others as well. By the end of February, we will have discussed the 2008 Budget Bill which will be sent to us by the Government next Friday, and the budget voting would be held on 5 March«, said Bebić after the Parliament Presidency session.
He added that the Parliament would work intensively in order to make up for the several months’ pause due to the pre-elections campaign, elections and forming the new government.
The presidency held a session on Tuesday with incomplete assembly because two vice presidents from the opposition lines are still missing. They will be elected on next Wednesday or Thursday, said Bebić. Since SDP wants both seats for itself, and HNS believes that it is entitled to have one, Bebić expressed his hope that the opposition would make an agreement so that there would be no disputing. If the agreement is not reached, the election will depend on the votes of HDZ as the strongest party, which will make its stand on Monday at the party club session. Bebić rejected the possibility of the Parliament staying without two vice presidents.
»In that case the other three would have more work to do. If it is pre-determined that there are five of them, then we will sort it out. There are two big parties, HDZ and SDP, but there are the other two, too, HSS and HNS«, said Bebić. After the HDZ party club session, names of the presidents of 20 committees not elected at the constituting session held in January. Bebić mentioned the possibility of increasing the number of committees so that their scope would match the ministries. Consequently, he explained, there is a possibility of separating agriculture and forestry because those sectors are now in different ministries. The Parliament will also elect members of The National Committee for Monitoring Negotiations, and the most prospective candidate for president is the leader of SDP Zoran Milanović, because that seat belongs to the opposition.
