The EU’s history is the story of unparalleled success in overcoming the differences faced by European countries to achieve peace and common prosperity, but is also the story of the projection of that peace and prosperity towards countries outside the Union. Today the EU is a global player, because of its objectives, its policies and the means it has developed to implement them. The idea that Europe is an economic giant but a political dwarf is well known. The Treaty of Lisbon would be the first step in the process of European augmentation via the Common Foreign and Security Policy (CFSP) in giving the EU a legal character and in the creation of the post of High Representative for Foreign Policy and Security / Vice President of the Commission who would have the support of a European External Action Service.
However, this Treaty is not in itself a quantum leap forward for the CFSP. Instead, the date it comes into force marks the first day of an intense work schedule in which the Spanish Presidency of the EU is called to play a key role. It will be necessary to go further in both defining and implementing such strategic policies as with the institutional and financial means and crisis management capabilities that are available.
